I am no newb to building my own, but i think if i didn't care for overclocking limitations, i would be hard pressed building something else similar for this price, even with taxes.

Intel Core 2 Quad Q6600 [pricegrabber.com] $280 (we had OEMs for $250 also, or $265 today [pricegrabber.com])
3GB Memory - I will assume DDR2-667, $15/stick with no rebates ($7 or so after $20 MIR on the most recent HP deals when you count shipping) - $45
Motherboard - ~$80 (XPS 420 uses P35 boards)
Power Supply $30 AR
Vista Home Premium OEM [pricegrabber.com] $95
Cheapest BluRay Player/DVD Burner [pricegrabber.com] $220
good size tower case - say $30 ($20 AR or so)
Keyboard, mouse $20
8800GT - $230
Total: $280 + $45 + $80 + $30 + $95 + $220 + $30 + $30 + $230 = $1040 (today) OR
