Here's my suggestion to on how to stack this discount with others (for those of us unlucky folks who aren't in the select 7 states)

1) Get a Speedpass
2) Link it to a credit card which gives you 5% cash back or more on gas (such as Chase Cash Plus Mastercard with 5% on everyday purchases and a $100 signing bonus. It is card number 2 in the linked thread)
3) Then, sign up for the Upromise college savings program [upromise.com]. Its an additional 1¢ discount toward college. Because if every penny didn't count, you wouldn't be surfing Fat Wallet.com! Even if you aren't going to college, it can be given to your kids, neigbors, or that lucky kid who took your order at Starbucks this morning.

Here's what it looks like with all of the saving! (Example)


$ 2.50 > posted price per gallon (example)
- 0.13 > 5% CC rebate....assumes that you have and use a 5% Reward Credit Card. ($2.50 x .05)

The rebate on gas and the $20 credit are 2 completely different things. If you sign up from one of those states you get $20. If you sign up in another state, you save 5 cents per gallon.

Is anybody else having trouble getting the sign-up page to verify their credit card?

You don't get the 5 cents per gallon rebate in the above states, you get a $20 gift card instead which is much better imho! I mean, it equals out to the same $20 savings, but only if you fill up with 400 gallons of gas in 90 days. I only fill up once a week and wouldn't come close to using 400 gallons in the 90 days.

You can double-dip by linking your Speedpass to one of the 5% cashback credit cards from Citibank, Chase, etc.
